PARTICIPATION OF THE MOBILITY AND TRANSPORT AUTHORITY AT COP28

Participation of the Mobility and Transport Authority at COP28

“Green Transport for a Greener Tomorrow”

December 6, 2023 - 10 am local time (6am in mainland Portugal)

Concept

Transport plays a vital role in the economy, acting as the indispensable backbone for a country's trade, markets, tourism, and overall progress. But unlike other sectors whose emissions have been on a downward or steady trend, this sector has seen its emissions rise.

The climate transition (environmental and energy) in transport is, therefore, one of the global challenges that will mark the coming decades. This will require more ambitious policies, along with significant investments.

In the international context, the United Nations 2030 Agenda for Sustainable Development and the Paris Agreement are the main instruments to promote sustainable development and combat climate change.

At the European Union level, the European Green Deal and the Smart and Sustainable Mobility Strategy stand out, along with other instruments that have served as drivers for the adoption of increasingly ambitious targets and measures.

AMT Study Presentation: "Green Public Service Obligations" (“Green PSO”)

In this context, it is necessary to pursue policies, including spatial planning, that promote efficiency improvements in all modes of transport and that take into account the need to promote environmental, social, economic and territorial cohesion.

Any significant reduction in emissions will need to be based on better planning and management of mobility in metropolitan areas and low-density territories and on the use of innovative instruments, in the context of public policies and regulation, but also in the field of funding and research and innovation.

In this context, the Mobility and Transport Authority (AMT) has prepared a study with a view to adopting good practices for the implementation of "green" public service obligations, within the scope of the greater requirement of environmental and climate sustainability.

The Recommendations contained in the study prepared by the AMT will be presented during COP28.
